Move could mean several Calif. water districts work together

California's Department of Water Resources is considering adopting a "joint exercise of powers agreement," which would mean some Southern California water agencies could be involved in the design and building of the two planned water tunnels that are part of the $14 billion Bay Delta Conservation Plan. The agreement, if adopted, would "combine the powers of existing agencies temporarily."
