Agencies mull implementing "near miss" reporting system for drillers

The Bureau of Safety and Environmental Enforcement, the Center for Offshore Safety and the Environmental Protection Agency are seeking to implement a reporting system that would allow companies to voluntarily provide information on "near miss" oil spill incidents. "The purpose of all this is all aimed at what can we learn, and determine what some of the best practices are," said COS Executive Director Charlie Williams.
