Contractor is fined in alleged road-project fraud

A Connecticut-based contractor has been fined $2.4 million for claiming that a disadvantaged business enterprise had completed $3.06 million in work on a 2007 highway project when other firms had actually done the work. The contractor said it is taking steps to "improve its DBE compliance process."
