FCC set to lay out new Net neutrality proposal

The Federal Communications Commission will introduce a Net neutrality proposal today designed to meet federal court guidelines. The plan reportedly would allow for "commercially reasonable" deals between Internet and content providers that would boost speeds for certain content. The proposed provision allowing for such peering agreements was criticized by public interest groups and others.
