Basel III capital-charge exemption in EU prompts dispute

U.S. banks are questioning implementation differences in Basel III after the EU provided companies with a capital-charge exemption for over-the-counter derivatives. William Coen, deputy secretary general of the Basel Committee on Banking Supervision, says the industry has encouraged national supervisors to adjust the rules, resulting in regulatory fragmentation.
