Va. commission turns down P3 offer for tunnel project

Virginia officials have been interested in building a new tunnel between Virginia Beach and the Delmarva Peninsula, but recently turned down an unsolicited public-private partnership proposal by the Parallel Construction Consortium. Price competition, since no competing proposals were submitted, and maintenance of the structure were key factors in the decision to pass on the offer. However, a review panel of the state's Chesapeake Bay Bridge and Tunnel Commission did recommend that requests for proposals be sought for a "design-build procurement process" to advance the project.
