Philadelphia embraces outsourcing

Experts say no other district in the nation can match Philadelphia for the extent to which it's outsourced services. As the district's third-party contract costs climb to $80 million this year, some parents and advocates are concerned CEO Paul Vallas' push to hire outsiders to run schools and develop curricula is too ambitious and too fast.
