Small businesses may not be ready to take advantage of opportunities to export as the Obama administration has urged them to do. The unpredictability of global markets and unfamiliarity with overseas laws and customs have hindered small-business exporting. "If you're a small business in New York and you're selling to Chicago, you know what the laws are, you know where the banks are. When you're selling overseas, those things aren't as clear," said Export-Import Bank Chairman Fred Hochberg.
