Judge sides with Utah union on seniority policy

A Utah state judge has ruled that the Jordan School District must lay off teachers based on districtwide seniority -- not seniority within a school. "Districtwide seniority is a way to treat all employees fairly and to value the investment that employees have made by spending their career in the Jordan School District," said Robin Frodge, a union president.
