The Senate's climate-change bill reportedly includes incentives to encourage construction of a dozen nuclear plants but postpones carbon emissions limits on high-emitting plants. The draft measure contains loan guarantees and protection against regulatory setbacks to aid power companies financing new nuclear projects, which can cost up to $10 billion each, sources said.
