States face challenges in federal school-improvement effort

Many states and schools say they are struggling to improve underperforming schools with the help of the federal School Improvement Grants program, which requires that schools choose one of four federally approved strategies, which some say are too restrictive. The model also calls on these schools to remove their principals, unless they have been on the job for less than three years.
