House plans vote on GOP proposal for student-loan rates

The House will vote Friday on a plan to keep federal student-loan interest rates at 3.4% for 12 months, Speaker John Boehner said. The GOP plan would pay the $6 billion cost with money targeted for the health care overhaul. The unexpected vote comes as President Barack Obama is pushing for the extension of low rates. But the president and Democrats want to pay for the measure by closing a tax loophole.
