California Gov. Jerry Brown warned opponents of his education-financing plan that he would not give up easily in his efforts to steer more money toward poor and disadvantaged students and schools. At the heart of his plan is an effort to give school districts greater discretion in how they spend their funds. "This is a matter of equity and civil rights," Brown said.
