Washoe County, Nev., Manager Katy Simon says she will step down at the end of June. Simon, who has been in the position for 15 years, has seen the county through economic and population booms as well as budget and payroll cuts. "I feel like we've gotten through the worst of times and things are getting better," she said. "And now is a great time to turn over the reins to someone who can lead the county into the future."
