IT's failure to fix security issues may bring regulations, Cisco exec says

Governments may have to help resolve data-security and identity-management issues that have been neglected by the IT industry, says John Stewart of Cisco Systems. "The things that happened brought to the fore every sin we didn't solve," Stewart said at a conference. "... There is a perception that there is a market failure [and] governments around the world are going to get engaged" in mandating standards.
