Schwarzenegger to detail "combat pay" plan next month

California Gov. Arnold Schwarzenegger said he plans to propose paying bonuses to teachers who work in the state's most difficult schools. Schwarzenegger said he believes some schools have been "getting the short end the stick" and that incentives would lure more teachers to those schools.
