Pennsylvania school funding question on tap for May 15

A new Pennsylvania law requires the state's school districts to hold referendums May 15 to determine how school funds will be collected: via income tax or property tax. Each school system must collect revenue depending on which method voters elect, which has some fearing high-wage earners will move to property-tax districts while retirees head for income-tax districts.
