Chevron is disappointed with ruling on Calif. refinery project

An appeals court in California upheld a lower court's ruling preventing Chevron from expanding its Richmond refinery without submitting an improved environmental impact study. Brent Tippen, a spokesman for Chevron, said the company was disappointed, as the project was properly assessed and permitted. "We are now reviewing the court's decision and will determine what is next to be done," he added.
