Duncan: Detroit school improvements must come from the local level

Detroit Public Schools officials will be expected to correct most of their district's deficiencies without much help from the federal government, Secretary of Education Arne Duncan said. Duncan said his role would be limited to encouraging the system to apply for federal education grants and cheering them toward reform.
