Illinois could be first in the nation to unveil ELL rules for preschool

Requirements for English language learners in preschool that are identical to those for older students may soon be adopted in Illinois, which would be a first nationwide. Advocates say it provides needed support for younger students, while critics contend such rules are inappropriate at the early childhood level.
