Union: Hawaii teachers are unable to comply with volunteer request

The president of the Hawaii State Teachers Association said teachers' contracts prohibit them from working for free during the next three furlough Fridays. Wil Okabe made the statement in response to a request from Gov. Linda Lingle, who encouraged teachers to volunteer as a "gesture to heal our community."
