Commentary: Regulators upset industry with "flash crash" proposals

Larry Tabb explains recommendations made by a regulatory committee for avoiding a repeat of the May 6 "flash crash." The advisory panel, a joint effort of the Commodity Futures Trading Commission and the Securities and Exchange Commission, proposed trade-at rules and restrictions on preferencing, putting it at odds with many industry participants. Tabb argues, however, that the rules could be what markets need to prevent another crash.
