FCC changes spectrum auction rules

The FCC adjusted the rules for a program designed to help small and minority-owned businesses get into the wireless market by receiving discounts at wireless spectrum auctions. The new rules will require small businesses that sell or lease their spectrum in a period of less than 10 years to pay back the discounts. The change is meant to discourage the practice of large businesses backing smaller companies or setting up sham outfits to have access to lower prices in FCC airwave auctions.
