Fla. Senate cable bill won't let providers cherry-pick

Florida's Senate has added a provision to a proposed bill that could fine service providers up to $15,000 a month if they purposely avoid certain neighborhoods because of race or income levels. AT&T and Verizon Communications are seeking to have the franchise rights in the state moved to a statewide-licensing format instead of negotiating with each city or town.
