Obama may press forward with Panama free-trade agreement

President Barack Obama may ask Congress to ratify a free-trade agreement with Panama negotiated under the Bush administration, an encouraging sign to many business leaders. "If the president could just move the Panama agreement, it would send a signal to the world that we're open for business," said Jim Owens, chairman and chief executive officer of Caterpillar.
