AGC-sponsored study challenges California emissions rule

A new study suggests that emissions from California's off-road diesel fleet -- which includes construction vehicles -- are less than 28% of the state's estimates. The Associated General Contractors of America commissioned the study to help challenge a new rule that would force contractors to spend billions upgrading construction equipment.
