Investors start betting against municipalities

City and state governments are struggling with financial woes, prompting more investors to buy credit default swaps that are essentially a bet that municipalities will default on their debt. CDS became available for municipal debt only a few years ago, and the derivatives are thinly traded. Their existence, however, could make investors nervous about bond issuers.
