Md. superintendent recommends evaluating based on "student growth"

Maryland Superintendent Nancy Grasmick is recommending that student achievement factor into at least half of teacher and principal evaluations. If the proposal is approved, it would go into effect in the 2012-13 school year. Grasmick's recommendation is to evaluate teachers based on "student growth," which does not necessarily mean test scores.
