Va. governor's proposal to end breed-based euthanasia fails

Virginia lawmakers quashed Gov. Bob McDonnell's proposal to add to the state's animal-cruelty bill language stating that no municipal pounds or shelters "may euthanize, or prohibit the adoption of, any dog based solely on breed." The state's speaker of the House said the proposed amendment was not relevant to the measure to which it was attached.
