Commentary: Time to modernize air traffic control

Gary Kelly, chairman, president and CEO of Southwest Airlines, explains how the past decade has been difficult for the airline industry due to the rising cost of fuel, an "obsolete air traffic control system" and other challenges. Kelly says that it is time to make some changes. "Step one must be to develop and deliver a much more direct and efficient satellite-based air traffic control system," Kelly writes.
