California plans new approach for second round of Race to the Top

California is taking a new approach to the second round of competition for federal Race to the Top funding by having three large districts apply for the grants. The Los Angeles school district would be put forth as a model of reform under the plan, and the Fresno and Long Beach districts would be included as well. The state's first-round application lacked the support of about 75% of the state's teachers unions and about 50% of school districts; the state ranked 27th out of 41 applicants.
