The chief financial officer in Washington, D.C., is not expected to approve a plan to fund negotiated teacher raises that relies on private donations, a top city official tells the Washington Post. Schools Chancellor Michelle Rhee might also be relying on a budget surplus that does not exist to fund teacher pay. To fund what has been bargained, the city may need an additional $50 million.
