HHS to release proposed rule to strengthen privacy

HHS in May plans to issue a proposed rule that would toughen existing standards on data security and privacy, as called for by the HITECH act. The agency said the proposed rule will emphasize health care providers' business-associate liability and strengthen individual rights to access electronic medical records and restrict the disclosure of certain information.
