Design-build speeds critical piece of Boston water system

The Norumbega covered water storage tank is the cornerstone of the $1.7 billion upgrade project, and the largest water tank in the U.S., but officials had to speed its construction after an 18-month delay over land transfer issues. Massachusetts is one of a few states that requires government authorization to use design-build on public projects.
