Baltimore adopts, expands K-8 school model

Since the early 1990s, a rare consensus among school stakeholders in Baltimore has led to the creation of 22 additional K-8 schools. School board President Patricia Welch said middle-class and low-income families alike embrace the schools because of their stability, greater discipline and stronger ties to the community.
