Opinion: Equality in education won't happen without radical change

In assessing the impact of the 50-year-old Brown v. Board of Education of Topeka desegregation decision, USA Today finds equal access to public schools has not produced equal education. To achieve that goal, the newspaper says, public educators must abandon their resistance to reform and hold schools accountable, permit competition and improve teacher quality.
