New York's MTA approves $21 billion

New York's Metropolitan Transportation Authority approved a five-year spending plan that will include purchasing new subway cars and buses but delays expansion projects such as a new East Side subway line. MTA Chairman Peter Kalikow warned that if the agency doesn't get additional funding, expansion projects could be abandoned.
