Bush urges Congress to act on energy proposals

President George W. Bush called on Congress to move forward on his energy and economic initiatives, open the Arctic National Wildlife Refuge to oil drilling and increase nuclear power production. "It's been more than 30 years since America built its last new refinery, yet in this area, too, Congress has repeatedly blocked efforts to expand capacity and build more refineries," Bush said.
