The Treasury is expanding the Obama administration's plan to prevent foreclosures to include second liens as well as mortgages. Large financial institutions are concerned that investors, hit by the program's mortgage modifications, will file lawsuits to recover their investments. Such concerns could derail the program. Therefore, Congress is considering protecting mortgage servicers from such lawsuits.
