MTA approves $26.3B capital plan to upgrade NYC subways

The Metropolitan Transit Authority of New York has approved a roughly $26 billion capital investment plan to upgrade city subways and transit infrastructure. The plan, now headed to Gov. David Paterson's desk for his stamp of approval, is $1.8 billion smaller than a previous plan that failed to win state support.
