For years, emotional debate hampered plans for WTC site

An emotional political and rhetorical debate held back construction plans at the World Trade Center site for years, said Christopher Ward, executive director of the Port Authority of New York and New Jersey. "At the end of the day, this is a construction project and we have to treat it that way," Ward said. In March, the Port Authority and the site developer came to terms on construction of two office tours at the site.
