HHS proposes "mystery shopper" program for primary care

The HHS proposed the use of a "mystery shopper" program to assess the timeliness, availability and accessibility of primary care services, according to a Federal Register report. The program would involve contacting 4,185 primary care providers at least twice each, once as a potential patient with private insurance and once as a publicly insured patient.
