Calif.'s San Diego County mulls $2B water-delivery system

San Diego would like to become water independent and not rely on the Metropolitan Water District of Los Angeles -- from where it once got most of its water, but now gets less than half. Two options are being assessed: A $2-billion-plus system of tunnels, canals and pipelines that would bring water directly from Imperial County, and a desalination plant in Carlsbad.
