Fla. cost recovery law plays key role in state's energy future

The Florida Legislature should not change a 2006 law that allows utilities to recover from its customers some of the costs of energy projects, including nuclear plants, during their development and construction, writes state Rep. Joseph Gibbons. Florida Power & Light recently applied this approach to complete a key upgrade to its St. Lucie and Turkey Point nuclear plants. Such recovery is "a reasonable process that is good for consumers, good for project developers and good for our state's economic development," Gibbons writes.
