Banks see bias in implementation of leveraged lending guidelines

Joint guidelines issued by the Federal Reserve and the Office of the Comptroller of the Currency on bank lending to debt-laden companies are getting different treatment from the two agencies, banks complain. The Fed's stricter interpretation affects major Wall Street banks while banks with only national charters benefit from a lighter touch by the OCC, sources say.
