Massachusetts takes step closer to universal preschool

In a unanimous vote yesterday, the Massachusetts House passed a budget amendment to create an organization to craft a universal early education and care program for the state's 3- and 4-year-olds. The amendment came on the heels of a superior court judge's ruling in a school finance lawsuit that Massachusetts provide free preschool to low-income children.
