"Trickle up" theory failing high school students

Good elementary schools produce good fifth-graders but not necessarily good high school seniors, prompting Delaware lawmakers to campaign for broad high school reform. In Delaware, four in 10 students don't graduate on time, and many drop out entirely; less than half attempt college, and even fewer earn a degree.
