WHO declares Phase 5 alert level on swine flu outbreak

The World Health Organization has raised the swine flu alert level to Phase 5, indicating that the disease is closer to becoming a pandemic. The virus already has spread to at least nine countries even as it seems to have stabilized at its epicenter in Mexico. In the U.S., 11 states have been affected, including Texas, where a toddler became the first casualty of the virus outside of Mexico.
