Chief UN monitor urges Syrians to deter violence

The top UN cease-fire monitor in Syria, Maj. Gen. Robert Mood, said that while even 1,000 unarmed observers would be unable to stop the violence altogether in the country, the world body's 300-strong mission "can make a difference." The government and opposition were blaming each other for what has emerged as a bloody stalemate.
