The Tempe, Ariz., City Council could move on an ordinance to legalize civil unions as early as midmonth, says Councilman Kolby Granville, who is spearheading the effort. Granville began studying the issue last month with help from the city attorney to be as thorough as possible. "I wouldn't want to put something forward, pass it and then spend a certain amount of money on legal fees, get it all the way to the Arizona Supreme Court and have the court say, 'Look, if you'd have said "should" instead of "shall," we'd have been fine with it!' " Granville said. "I'd much rather do it once and do it right."
